Wales Eye Clinic Liasion Service Impact Report
RNIB Cymru has launched a report on the impact of the Eye Clinic Liaison Officer (ECLO) service in Wales.
In the last year alone, the service supported 6,730 patients in a variety of ways: everything from providing information on the patient's eye condition, to referral to specialist services such as RNIB Cymru's Welfare Rights service, employment service, or education and transitions services for children and young people. The report sets out the positive difference that the service makes, both for individuals and for eye clinic staff. By ensuring people newly diagnosed with sight loss have access to all the information and support they need, ECLOs can help mitigate some of the negative impact associated with sight loss such as poor mental health, increased risk of falls and loss of independence.
A Clear Vision
This report was a collaborative project between RNIB Cymru and the School of Optometry and Vision Sciences, Cardiff University. It was funded by Welsh Government through the Children's Low Vision Project.
This report shows that as a society we are neglecting the eye care of pupils in special schools. The National Service Framework specifies that children and young people with disabilities need early diagnosis or identification of difficulties and early intervention (WAG 2005). Community dentists visit special schools to assess pupils and provide treatment for any problems identified. There is no such provision for eye care.

Saving sight and saving money
This report makes a range of recommendations aimed at reducing the cost and impact of sight loss. These include public health initiatives aimed at increasing the uptake of sight tests, vision screening for children in school and increased capacity in eye care services - all measures aimed at reducing avoidable sight loss. The report also includes recommendations on improvements to services for blind and partially sighted people, which would help to lessen the long-term impact of sight loss on individuals.
Children's Vision Screening in schools
In 2010, RNIB Cymru submitted Freedom of Information (FOI) requests to the seven Health Boards in Wales, asking for data on children's vision screening for 2008/09. We submitted further FOI requests in 2011 asking for data on 2010/11. This report shows the results of those FOI requests.
This report has been updated as there was an error with the number of children screened by Betsi Cadwaladr Health Board in 2010/11. The figure is actually 85% of 4/5 year olds for that year. This has now been corrected.

PIP Proposals
Current proposals to reform the Disabilityu Living Allowance (DLA) mean that there will be no automatic entitlements. The government proposes to change DLA to a Personal Independence Payment (PIP). RNIB Cymru has some concerns about the proposed changes and has joined with partner organiosations to produce a response, based on what members across Wales told us.
