This is usually prompted by the diabetic retinopathy screening service if they pick up abnormalities on a patient's photographs. If, however, the patient has new symptoms that are being picked up by the GP (either between screening visits or because the patient is not attending screening), they should be referred for ophthalmological review of anything more advanced than background non-proliferative diabetic retinopathy (NPDR, dots and few blots and hard exudates). Those with PDR or DMO need to be seen urgently in the clinic for consideration for laser treatment. If in doubt then refer.
