RNIB's response to the publication of the Low Review

Lord Low's report on personal mobility in state-funded residential care

Steve Winyard, RNIB Head of Policy and Campaigns says: "Lord Low's findings confirm what we have heard from blind and partially sighted people - local authorities don't pay for care residents' transport needs.

"Yes, there must be greater clarity about the funding responsibilities of Local Authorities, but there is no evidence of the duplication of funding that DWP have cited.

"Residential settings are diverse, providing care but also training to people of all ages and with a range of disabilities. People living in residential care do participate in community life and should not be prevented from doing so.

"At RNIB we urge DWP to study Lord Low's report and reconsider its plan to cut mobility payments to people in residential care. Don't leave thousands of people isolated and trapped in their homes."
