A consortium of Japanese shipping magnates requires Cabrillo's special brand of assistance to combat brutal pirates trawling the waters of South-East Asia. Attacks on the high seas are usually limited to smaller ships and yachts, but recently giant commercial freighters have disappeared. Cabrillo suspects that the pirates have joined forces to take down the bigger ships, but when they confront the enemy, they discover an international conspiracy.
