Introduction

"Progress in sight" was published on 17 October 2002 and contains the first ever ADSS national standards for services provided to blind and partially sighted adults by social services departments or organisations providing such services on their behalf.

The 16 standards provide a national framework against which a local authority can monitor and measure its own performance. They will require the development of action plans where services fall below the standards laid out in the document, but guidance on this is given. The standards are a joint venture between RNIB, Guide Dogs and the Association of Directors of Social Services (ADSS).
